END OF TERM EVALUATION OF THE MICRO PROJECTS PROGRAMME PHASE II IN THE SOLOMON ISLANDS
The overall objective of the review is to assess the relevance, efficiency, effectiveness, impact and sustainability of MPP II interventions in Solomon Islands and to provide recommendations on future EU and other development partners' cooperation in the field of community-driven micro projects and income-generating activities.
Undertake an end of term project review and evaluation (of relevance and quality of design; efficiency; effectiveness; impact; sustainability) of the interventions (PEs and TA contract) to determine the extent to which MPPII has strengthened community ownership and capacity to plan, implement and maintain community-development activities and establish whether project targets in the logical framework have been attained.
Furthermore, the review shall give recommendations based on the lessons learnt for the implementation and monitoring of RAMP and any other likely EU-SIG support to the Community Development Sector, including aspects in respect of the relations with other development partners. Each aspect of the project evaluation should be graded .
In view of the complementary nature of the objectives of CSP and MPP II, the evaluation will secondarily have regard to the implementation approach and outcomes achieved by CSP, so that some of their lessons learned can be synthesised for the use of future micro-projects schemes in Solomon Islands. In this regard, the end of term evaluations of both programmes will be coordinated as much as possible, through discussions and likely joint-missions.
Senior Expert 1–Rural Social Development expert and Team leader
- Post graduate degree in Rural Social Development or similar social sciences
- Fluent in English with excellent reporting, interpersonal and communication skills
- Not less than 12 years practical experience working in the delivery of complex development programmes with rural communities.
- Previous experience with and practical knowledge of delivering EU-funded (EDF) Microprojects programmes or similar.
- Complete familiarity with EDF 8&9 and/or Stabex procedures computer literate, and familiar with project cycle management techniques
- Previous experience in carrying out reviews and evaluations and impact assessments.
- Practical experience in livelihoods projects, as well as on equality issues.
- Fully conversant with and proven practical experience in the use of 9th EDF procedures for decentralised direct labour operations.
- Experience of working with NGOs and NSAs.
- Practical experience of participatory development work with rural communities.
- Experience in Melanesia, the Pacific or similar small island
Senior Expert 2 – Income generation expert
- Graduate degree in Rural Social Development, Development Economics, Agricultural Development or similar social sciences.
- Fluent in English with excellent reporting, interpersonal and communication skills
- Not less than 10 years experience in Income –generation programmes and relevant strategy development.
- Experience in Business Development Services provision for rural communities.
- Experience with delivery of programmes under 9th EDF funding procedures would be an advantage.
- Experience in Melanesia, the Pacific or similar small island states would be an advantage.
- Experience in micro-finance initiatives, income-generation, gender and livelihoods.
- Experience in training for Business Development Services
- Experience of working with NGOs and NSAs.
- Previous experience in carrying out reviews and evaluations
The working language of the assignment will be English.
